Privacy Policy for Streetsboro City Schools

Streetsboro City Schools (“the District”) is committed to protecting the privacy and security of our students, staff, and visitors. This Privacy Policy outlines the types of information we collect, how it is used, and the steps we take to safeguard your information in compliance with the Family Educational Rights and Privacy Act (FERPA) and other relevant legislation.

Information Collection

Types of Information Collected:

  • Personal Information: Includes names, addresses, email addresses, phone numbers, and birth dates, collected during school registration, program enrollment, or other interactions.
  • Educational Records: As defined under FERPA, includes grades, transcripts, class lists, student schedules, student discipline records, and special education records.
  • Digital Information: Includes IP addresses, device identifiers, and browsing activities, collected through our websites and educational platforms.

  • Directly from Individuals: Through forms, websites, and school-related interactions.
  • Through Technology: Automatically from your devices as you interact with our websites and educational applications.

Use of Collected Information

  • Educational Services: To provide and manage educational programs.
  • Administration: For school operations, including administration of activities, safety, and communication between staff and families.
  • Legal Obligations: To comply with legal obligations, including but not limited to FERPA.

With Whom and Why We Share Data:

  • Within the District: Among teachers, administrators, and staff as necessary for educational and operational purposes.
  • Third-Party Service Providers: With vendors and service providers who assist in managing our operations and services, under strict confidentiality agreements.
  • No mobile information will be shared with third parties or affiliates for marketing or promotional purposes. All other categories exclude text messaging originator opt-in data and consent; this information will not be shared with any third parties.
  • Governmental Authorities: When required by law or to protect the safety and security of our students and staff.

Student Data Under FERPA

Rights under FERPA:

  • Right to Inspect and Review: Parents or eligible students have the right to inspect and review the student’s education records maintained by the school. 34 CFR 99.7(a)(2)(i). For the procedure for exercising the right to inspect and review educational records, see section 9.06(C) of the Streetsboro City School District’s Board of Education Policy Manual.
  • Right to Request Amendments: Parents or eligible students have the right to seek amendment of the student’s education records that the parent or eligible student believes to be inaccurate, misleading, or otherwise in violation of the student’s privacy rights. 34 CFR 99.7(a)(2)(ii). For the procedure for requesting amendment of records, see section 9.06(D) of the Streetsboro City School District’s Board of Education Policy Manual.
  • Right to Consent to Disclosures: Subject to certain exceptions, parents or eligible students have the right to consent to disclosures of personally identifiable information contained in the student’s education records. 34 CFR 99.7(a)(2)(iii).
  • Right to File a Complaint: Parents and eligible students have the right to file a complaint with the Department of Education concerning alleged failures by an educational agency or institution to comply with the requirements of FERPA and 34 CFR part 99. 34 CFR 99.7(a)(2)(iv).

Exceptions to Consent Requirement—When Consent is not Required:

  • School Officials with a Legitimate Educational Interest: Disclosure to a school official (including teachers) within the agency or institution who have been determined to have a legitimate educational interest. 34 CFR 99.31(a)(1).
  • Enrollment or Transfer: Disclosure to officials of another school, school system, or institution of postsecondary education where the student seeks or intends to enroll, or where the student is already enrolled so long as the disclosure is for purposes related to the student’s enrollment or transfer. 34 CFR 99.31(a)(2).
  • Specified Officials: Disclosure to authorized representatives of the Comptroller General of the United States, the Attorney General of the United States, the Secretary of Education, or State and local educational authorities. 34 CFR 99.31(a)(3).
  • Financial Aid: Disclosure in connection with financial aid for which the student has applied or received, if the information is necessary to determine eligibility for the aid, determine the amount of the aid, determine the conditions for the aid, or enforce the terms and conditions of the aid. 34 CFR 99.31(a)(4).
  • State and Local Officials/Juvenile Justice System: Disclosure to State and local officials or authorities to whom this information is—
    • specifically allowed to be reported or disclosed pursuant to State statute adopted before November 19, 1974, if the allowed reporting or disclosure concerns the juvenile justice system and the system’s ability to effectively serve the student whose records are released; or
    • specifically allowed to be reported or disclosed pursuant to State statute adopted after November 19, 1974 if the disclosure concerns the juvenile justice system’s ability to effectively serve, prior to adjudication, the student whose records are released.
  • 34 CFR 99.31(a)(5); 34 CFR 99.38(a).
  • Organizations Conducting Studies: Disclosure to organizations conducting studies for, or on behalf of, educational agencies or institutions to develop, validate, or administer predictive tests, administer student aid programs, or improve instruction. 34 CFR 99.31(a)(6).
  • Accrediting Organizations: Disclosure to accrediting organizations to carry out their accrediting functions. 34 CFR 99.31(a)(7).
  • Parents of Dependent Students: Disclosure to parents of a dependent student. 34 CFR 99.31(a)(8).
  • Compliance with Judicial Order/Lawfully Issued Subpoena: Disclosure to comply with a judicial order or a lawfully issued subpoena. 34 CFR 99.31(a)(9).
  • Health or Safety Emergency: Disclosure in connection with a health or safety emergency. 34 CFR 99.31(a)(10). 
  • Directory Information: Disclosure is information the educational agency or institution has designated as “directory information.” 34 CFR 99.31(a)(11).
  • Victim of Violence/Non-Forcible Sex Offense: Disclosure to a victim of an alleged perpetrator of a crime of violence or a non-forcible sex offense. 34 CFR 99.31(a)(13).
  • Sex Offenders: Disclosure of information provided to an educational agency or institution that concerns sex offenders and other individuals required to register under Federal law. 34 CFR 99.31(a)(16).
